At a stop light, a driver in front of me dropped a banana peel out the door. What would you do/can be done?

I got the license plate number, called the non-emergency police number and only a witnessing police officer can do anything. I feel like they should collect statements like this and track them in a database - sure it doesn't have incriminating power like an officer's eyes, but it certainly can be corroborating evidence and used by a judge to worsen a sentence. In retrospect, I dream of having put my car in park, gotten out, calmly picking up the banana, smearing it on her windshield (or less nastily, lifting up her wiper and dropping it on the banana and walking back to my car). What do you all think of that? Too aggressive?
