Tryig to use the option on in excel, but..?

I cant get it to the point where it works. For what I am doing I have to use the option on from the control toolbox. I placed it where I need it but when I move the mouse over it and click all I can do is move it. I cant get it to actually plug in the "dot". What am I doing wrong?
