When you correct your toddler's bad behavior...?

Does he/she do the pouty, slowly building up a cry, puppy dog eyed look like you just told them you hated them or something? My 15 month old does this every single time myself, or her Daddy or even her babysitter speaks sternly to her for doing something she shouldn't. And every time I break down, laugh at her silly hurt feelings face and say, "Oh it's alright, come here and give mommy a hug..." *kiss kiss, pat pat* My husband says I might as well not correct her at all if I'm just going to coddle her afterwards...is this true? If it is, how do parents do it? If she were getting angry it would be different, but it seriously seems to hurt her feelings.
